My truthful answer is whatever forum OSM welcomes it in.  Not trying to give you a runaround, but I'm not involved with those discussions, and on a personal level don't want to be (I hate talking politics), and I truthfully don't know where to point you.

Nils - personally I like your idea about a SSO Joomla! ID - I think it could have a lot of benefits on a lot of levels.

With that said, OSM's governance model isn't part of the LGPL decision in my opinion.  Save that discussion for the proper venue, that's all I ask.

IMO it's not about who's seeking for power, but the fact that we do not take all benefits which a giant community like ours could bring.
