I think all whilst the framework is under the Joomla banner/namespace framework news can and should be put on www.joomla.org. But I do agree the developer.joomla.org site should be for the CMS and the framework.joomla.org can be the equivalent for the framework

Something that is still not clear to me, however, is where the
framework news fits into the Community site and also announcement on
www.joomla.org. I don't have any suggestions for how that should work.
